There’s a very good chance that Florida will surpass New York as the biggest U.S. state with legal sports betting, but only those who like longshot wagers should bet on it happening anytime soon.

It’s a legal system thing, and those wheels have been grinding for two years now and don’t seem to be stopping. The Florida Seminoles are undoubtedly eager to get started in the state with their Hard Rock Bet platform – which was recently revamped to a rave review from '- but legal analysts believe they probably will delay doing so. That’s due to all of the court wrangling still to be settled over the tribe’s federally approved compact with the state of Florida.

Parimutuel operator West Flagler and Associates, opposed to the monopoly on sports betting granted to the Seminoles under the compact, is not only prepared evidently to take its federal case all the way to the U.S. Supreme Court, but it filed a new suit in state court this week. That new filing wants the sports betting aspect of the compact thrown out on the basis that it violates a Florida constitutional amendment calling for any gaming expansion to go before the state’s voters in a referendum.

Lots of lawyers are making lots of money hashing out the fine points of federal versus state jurisdiction, the compact’s connection to the federal Indian Gaming Regulatory Act, the relevance of where servers transmitting sports bets are placed, and more, and in the meantime there are presumably millions of Floridians who would like to place a legal sports bet but can’t.
